According to the professor who interviewed you, your oral English raised a concern of our office that makes TA assignment. Our department's policy is to admit a PhD applicant only if with Fellowship/RA/TA. With TA not available, I was informed that, very regrettably, the admissions committee has not been able to send an admission letter.
