cap gap+h1b pending期间不能更新驾照吗

h1b还没有approve，但已收到i797c和更新的i20，dmv说不能更新驾照，问了sevp也说要等case approve后才能更新。求问ead过期之后直到h1b approve期间怎么开车。。。
