首先，文档里面指出specialty occupation(SO) 作为一个Occupation 需要什么：
A) theoretical and practical application of a body of highly specialized knowledge, and
B) attainment of a bachelor's or higher degree in the specific speciality(or its equivalent) as a minimum for entry into the occupation in the United States.
SO 需要的满足4个标准之一：
1）A baccalaureate or higher degree or its equivalent is normally the minimum requirement for entry into the particular position;
(2) The degree requirement is common to the industry in parallel positions among similar organizations or, in the alternative, an employer may show that its particular position is so complex or unique that it can be performed only by an individual with a degree;
(3) The employer normally requires a degree or its equivalent for the position; or
(4) The nature of the specific duties [is] so specialized and complex that knowledge required to perform the duties is usually associated with the attainment of a baccalaureate or higher degree.
然后，该案例从这四个标准结合handbook一一批驳该H1B申请为何不符合SO 标准。

2）充分的准备四个标准：
2.1） 学位通常是进入该这位的最少要求 （大家都有degree? ）
2.2) 工业界类似职位都要求degree, 或者这个职位如此复杂需要degree （专家信）
2.3) 雇主通常需要一个学位给这个职位 （相同职位同事都是或者高于这个degree）
2.4）职位要做的事情很特别很复杂，需要一个职位。（课程和职责的关系）
