I strongly recommend that you apply to our department, seeking fun ding support as TA. I will endorse your application. Once admitted and you start your work, I could try to request waiver for you to be able to work on certain projects.

主要是第三段不太理解，为什么推荐先申请院系的TA。。。是这位教授不能保证给我提供funding的意思吗？
这样一来是不是存在即便我admitte，他也不能 request waiver for me to be able to work on certain projects的风险呢？
