口头offer后会被拒吗

我这周一收到的电话口头offer，HR说会在next couple of days给我发正式offer。但到了周五（今天）HR给我发了一封邮件说we're still working on getting the Hiring Proposal approved. 意思是还有可能会reject proposal然后不给offer吗... 有点担心
