请教一个H1B approved之后STEM OPT申请问题

H1B已经approved了，filed as change of status。H1B petition filed 之后到approved之前，为了保险律师我有叫律师帮我准备申请stem opt的材料。材料已经准备好了，我已经跟了我学校要stem opt的I-20，还没issue。
昨天我的H1B was approved，然后我发邮件问律师stem opt还有没有必要申请。得到的回复是：
“In my opinion, it is still a good idea. It provides a safety net. Is it absolutely necessary for you to remain work authorized? No. Your H-1B will provide you with cap gap between now and October 1 and keep you work authorized. But, the STEM provides a bit of a safety net for you. The only thing to be aware of is that because the STEM would be the most recent thing to have been filed, you would likely be considered to be in STEM OPT status. So, we would likely want have you travel and re-enter on your H-1B when travel becomes doable again. ”
不是很能理解

不是很能理解
- 即使“STEM would be the most recent thing to have been filed”，难道十月一号之后H1B不会自动override STEM OPT? 为什么还要离境再重新入境。（严重怀疑律师在诓我申请STEM OPT好拿钱）
- 如果学校给我issue了stem opt i-20，但是我不用的话，会不会有什么问题？
