NG | onsite完了positive但是没有headcount怎么回复

我上上周五面了4轮onsite（2个team的engineers面试的），然后今天收到hr邮件， 如下：
Though your feedback came back good, at this point we do not have a specific team identified that can present you an offer. We are going to do everything we can to find a team for you, but there is, unfortunately, no guarantee if and when we will be able to do that. We completely understand that you are very likely considering other companies as well and may already be weighing offers. Our hope is to reach back out to you within the next few days one way or another.
我觉得有点搞笑了，hc都没确定下来就面试吗？
这种情况是不是大概率要挂了？我应该怎么回复？
