美国长期访问为啥不接受自费学生？

最近在套磁去美国的长期（半年+）自费访问，方向是AI中某个最卷的方向。
套到了来着Brown的积极回复，如下：
Great spirit! Thanks for reaching out especially as a sophomore, and for your interest in our lab and work.
I'm afraid that Brown is not currently able to take guests, and I don't know even in June if we will be able to. We might be back at work again in Fall 2021, but let's see.
In terms of the visit, is this part of your study? Is it funded by some kind of grant? I'm afraid I don't accept self-funded students.
我不太理解的一点是，为什么不接受self-funded student。 这个fund可以来自学校/公司象征性的出一部分钱吗？ （比如学校出个机票钱，剩下的自己补）
