申请cs phd关于GRE要求和老师放offer的问题

我看到admission committee有对GRE是这样说的 “The average credentials for admitted students include GRE scores of 159 (verbal), 162 (quantitative), 4.0 (analytical).” 是什么意思？ 达不到的会不会被admission committee刷掉？还有要是我托福分数没过最低要求，老师还不是admission committee成员但是又很想要我，那他能不能通过其他途径给我offer呢？
求指点。
