现在是否可以从美国入境加拿大去面签H4?

大家好，想咨询下，现在是否可以从美国入境加拿大去申请H4签证？本人仅有去加拿大的旅游签证，没有加拿大亲属。我在加拿大看到了下述规定，请问关于这个non-discretionary,对于我这种情况是否符合入境条件？ 感谢大家的帮助！
