H4被reject了，看不懂原因

如题，本人去年10月份提交H4，当时是F1的身份，今年五月份H1b中了但是六月份离职了，并且在六月中旬H1b成功withdraw了，今天收到H4 reject的纸质通知了，想寻求一下大家的帮助。
You requested a change of status from F1 to H-4. USCIS has reviewed the evidence of record and found that you filed a Form I-129 with USCIS receipt number XXX after the filing of current application. Records show that XXX was approved on May 19, 2021. Accordingly, your status was changed to H-1B on May 19, 2021. Because you are now a/an H-1B, your applicattion to change your status to H-4 may not be approved. Your application is therefore denied. Please noe that this denial will not affect your current H-1B status.
我的理解是我申请H4是要求从F1到H4，但审材料时发现我是从H1b到H4，所以被deny。但是我六月份的时候已经成功withdraw H1b，那么我应该还是F1的身份才对。
想了解下我接下去怎么操作？
