这个托福要求到底是多少

"A minimum overall TOEFL score of 90 (with a minimum score of 22 in each section), 100 iBT, or a 7.0 on the IELTS is required for admission to the program."
这个到底是要90还是100？我自己瞎阅读理解的是(90 AND 小分不低于22) OR 100，是这样吗？
lz过百但是口语21，很伤。
