今天律师说收到了移民局给EB1B的NOID的通知，说是“while you met at least 2 of the 6 regulatory criteria (listed below) for the EB-1 OR category, you have not established that you are recognized internationally as outstanding in your field of expertise.” 我还没有看到通知原件。

在这种情况下，给怎么办？回复还是撤回？
